When does help topic become answer and comment instead of reply?

So like I saw a stackoverflow-type system on a help post, but I don’t see it on others. Does someone have to enable it per-topic manually? or is it like if it has a question mark in it?

Failed to add CAA record

JavaScript leak into rest of admin panel

[Screenshot_20240229_143951_Chrome] Self explanatory, I think. Some JavaScript somewhere isn’t wrapped in a script tag properly, and is being rendered in the page as raw code.

If you check the edit history on that first post, it wasn’t originally a Help post, which caused it to not have the voting on it.
